Our quickstart guide to hiring in Portugal
Navigate the tabs below to learn everything you need to know about hiring an employee in Portugal
Minimum Wage Requirements
Minimum wage in Portugal varies depending on the employee's location (Mainland, Madeira, or Azores).
To ensure full compliance across all locations, the minimum wage for 2026 for Deel EOR employees is set at €16,464 per year. This amount includes the mandatory 13th and 14th-month salary payments, as well as the 20% working hours exemption.
Individual Income Tax
Taxes are collected by the Portal das Finanças according to progressive tax tables, ranging from 0 to 47.17%. The rates are set annually by the Portuguese government.
The scope of individual taxation depends on various factors including income, region of residence, marital status, residency status, disability status, and number of dependents.
Tax schemes
The Portuguese government introduced the IFICI scheme (Tax Incentive for Scientific Research and Innovation) in 2024 to replace the former NHR (Non-Habitual Residents) program. Eligibility is limited to specific professions and activities in the fields of science, research, and innovation, and applies only if certain organizational requirements are met. Deel’s local entity in Portugal does not fall under these categories, so employees hired under Deel’s EOR model cannot access IFICI benefits.
